カリフォルニア州バークレー市は人口10万。UCB（カリフォルニア大学バークレー校）や研究施設が集まるアカデミックな街で、何かと先進的な取組みをやっているアメリカで最も進歩的な街として知られる。同時にこの街は、圧倒的に民主党が強い土地柄で知られる。2004年の大統領選挙では、90%がケリーに投票。ブッシュに入れたのはわずか 6.7％だった。イラク戦争が始まる前には市議会で開戦反対決議を採択している（2002年10月8日、バーバラ・リー下院議員の対イラク戦争反対修正案を支持する決議を全会一致で可決）。
そこで、きょう火曜日、2人の議員が提出した対案について検討することになったのだが、イラク戦争に反対することと、軍に対する態度を分けることで、先の決議を取り消すことになるかもしれない。
求人センターがオープンしたのは2006年暮れ。4ヶ月前に、女性反戦団体として有名なコードピンクが日常的に抗議運動をするまで、ひっそりやっていた。コードピンクは、毎週水曜日に、求人センター前に駐車して抗議しているのだが、議会からお墨付きをえている。この件に関して市議会は8-1の賛成多数で通している。
Move America Forwardというコードピンクとはまったく真逆の団体が、火曜日一日通して市議会の外で抗議運動を計画している。コードピンクも同様に計画している。
この求人センターを抑えるという戦略は、開戦後2年目あたりから目に付くようになったように思う。コードピンクだけがやっているのではない。
イラク戦争がうまくいっていないことが明らかになるにつれ、なかなか若者が集まらなくなっていることことがたびたび報道されている。

Marine recruiting motion in early 2008
On January 29, 2008, the Berkeley City Council, 6-3, passed a motion to have the city clerk write a letter to the U.S. Marine Corps to inform them that they were "unwelcome intruders" that were "not welcome" in Berkeley.[1][2] [3] The motion stated that the United States had a history of "launching illegal, immoral and unprovoked wars of aggression" and that "military recruiters are salespeople known to lie to and seduce minors and young adults into contracting themselves into military service with false promises regarding jobs, job training, education and other benefits."[4]
The Berkeley City Council motion concerned the Marine Corps recruiting office located in downtown Berkeley. Code Pink had been protesting the recruiting office, and three protesters associated with The World Can't Wait chained themselves to the door of the recruiting office, preventing people from moving in and out.[5] [6] In another motion passed 8-1, the city council approved giving Code Pink a parking permit on Wednesdays and a noise permit for operation of their loudspeaker.[3] The city of Berkeley also asked the city attorney to investigate the possibility of fining the Marines for violating the city's ordinance requiring equal-opportunity hiring without regard to sexual orientation.[4]
Berkeley's motion was followed by a backlash in conservative blogs and among conservative lawmakers, including introduction of the "Semper Fi Act" in Congress to cancel several million dollars in federal funding for school lunches, road repairs, and University of California programs in Berkeley.[7]
A week after passing the motions, the city council was considering rescinding the letter to the Marines.[2]
